Planned Parenthood Advocates of New York (PPANY) congratulates Bill Owens on becoming the next representative of the 23rd Congressional District.

PPANY President and CEO Tracey Brooks states "Bill Owens is heading to Washington at a critical time when Congress is looking to reform our broken health care system.
